Act 56, Chapter 169 instituted hundreds of regulations with no resources for inspection. "COMPLAINT-BASED ONLY". For example, DNR reported one citizen complaint, "Not any refuges for wild
animals to escape to allow temporary rest from hound dogs." These complaints are rare as only names of penning facilities and counties are made public with an "Open Records Request"; no addresses
available at this time. Penning facilities are shrouded in secrecy and it is our opinion that people outside of the "penning culture" are not welcome.
Here are just a few DNR regulations (links to complete "Regulations" below):
1. Wild animals can legally be subject to dogs for 12-16 hrs./24-hr. period.
2. No follow thru on required qtrly. reports of animal and people movements, deaths - state reports minimal follow through
3. Captive animals are caged at all times when not being chased by hound dogs.
4. Injured fox/coyote are req'd to be seen by veterinarian or euthanized by owner and reported within 24 hours. No reported follow through on records.
